Born in El Jadida, Morocco, on December 20, 1939, Prof. Khalil is married and father of 2.

He was educated at Rabat University, 1958-1959, at the University of Bordeaux (BSc in 1962; Higher Studies Diploma Sc. In 1964), at the University of Nancy (Speciality PhD in 1968) and Paris University (State Doctorate in Mathematical Sciences in 1972).

He started a career in 1963-1965 as an Assistant at Bordeaux University; and was successively: Assistant, Senior Lecturer, then Professor at Rabat University since 1966. He was also junior lecturer at Nancy University (1968-1970), Assistant Researcher at the French National Center for Scientific Research (1968-1972), Lecturer at Beilefeld University, West Germany (1973), Dean of Faculty of Sciences at Rabat University (1974-1985) and successively Professor (1979-1985) at Nancy University (France), MIT (USA), Ecole Polytechnique (Paris, France) and Praris-Sud University.

Prof. Khalil is the author of over 40 publications on Mathematics and Epistemics in international reviews.

He is a member of several learned societies in France and the UK, founding member of the Mathematics African Union (1976), founding member of the African Association for the Advancement of Science and Technology (1978), editor of the mathematics journal “Afrika Mathematika” (1979), corresponding member of the International Association for Peace (PUGWASH) (1979), member of the Royal Academy of Morocco (1982), corresponding expert of UNESCO (1983), member of the Association of the French National Order Members, and member of the International Association of the French-speaking Communities.

Dr Khalil was awarded the following medals:

1. Chevalier des Palmes Academiques (France, 1979);

2. Chevalier de I’Ordre National du Merite (France, 1982);

3. Chevalier de I’Ordre du Trone (Morocco, 1982).

Prof. Khalil is a Founding Fellow of the Islamic Academy of Sciences (1986), and is a former Minister of Education and Higher Education in the government of Morocco.
